Somerset, KY – A federal consultant has accused top state officials of a failure of
leadership to correct problems at a residential center for mentally retarded
adults at Somerset.
Communities At Oakwood has been cited eight times this year for
violations that endanger the health or safety of residents. Its also been
threatened with a cutoff of federal funds. Oakwood is home to 300
mentally retarded adults.
A Justice Department's Civil Rights Division spokesman, Dr. Nirbay Singh,
says there's been a failure of leadership beginning at the top in Frankfort.
He says it extended down to the unit staff.
Dr. James Holsinger is secretary of the Cabinet for Health and Family
Services which operates the Somerset facility. He disputes Singh's comments
calling them "balderdash".
