Governor Fletcher Endorses "Fetal Homicide" Bill

Frankfort, KY – Kentucky Governor Ernie Fletcher has endorsed
a "fetal homicide" bill that would declare that life
begins at conception. The legislation he is backing
would apply homicide statutes to a fetus, from the
time of conception.

Speaking at a Capitol rally, Fletcher said its time
for Kentucky to join 34 other states that already
have fetal homicide laws. The bill is one of two
introduced in the Kentucky House that would
create the crime of "fetal homicide." The other
bill would recognize a "viable" fetus as a person.
