Frankfort, Ky – On July 1st, if Kentucky is still without a state budget, a partial shutdown of state government will ensue. Non-essential services, like state parks, will close. Kentucky Public Radio's Tony McVeigh explains why the commonwealth finds itself in such a precarious predicament.
