Report: Day Care Van in Jefferson County Had Too Many Children Aboard

A state investigation into a deadly van crash involving a Louisville day care found that the vehicle was overloaded. The Courier-Journal cited an inspection report filed by the inspector general of the Cabinet for Health and Family Service in reporting that Heavenly Angels Childcare Center was carrying 16 people when it crashed on June 12, killing an adult monitor on board.

The van was authorized to carry 15 people.

Heavenly Angels owner Lavonia Lewars has not been charged in the crash, but an investigation of her daycare afterward resulted in charges that she falsified attendance records to overbill a state child-care subsidy program.

Her attorney, David M. Schuler Jr., said she has pleaded not guilty. Schuler says he is looking at evidence in the case, but declined to comment further.
