Bowling Green, Ky – A structural engineer who teaches at Western Kentucky University says many people may be misled by the "structurally deficient" rating which had been given to the bridge that collapsed in Minneapolis. Dr. Shane Palmquist conducted bridge inspections for more than five years, and says the rating has a specific meaning to inspectors. He spoke to Dan Modlin in the studio of Western's Public Radio.
