Auditor's Report Critical of Kentucky Racing Commission

Frankfort, KY – State Auditor Crit Luallen has released her findings and
recommendations regarding the Kentucky Racing Commission.
The report found no evidence of intent to defraud government,
but the Auditor's Office did find that the Commission suffered
from lax management and a disregard for standard business
practices.

Anhydrous Ammonia Leak Prompts Evacuation

Clay, KY – About three hundred people in Webster County had to be
evacuated from their homes today, after someone opened
an anhydrous ammonia tank. An official with Webster
County emergency management says the release
created a dangerous situation.

Kentucky Unemployment Rate Remains at Same Level

Frankfort, Ky. – Kentucky's unemployment rate remained at 5.4 percent
in the month of May, unchanged from April's figures.
The Department for Employment Services says the
rate is a significant decline from the previous year's
levels, however. In May of 2003, the seasonally adjusted
jobless rate in the Commonwealth was 6.2 percent.

House Approves Tobacco Buy Out Plan

Washington, D.C. – The U-S House has voted to pay tobacco farmers for
giving up their government price supports. A plan that
was approved Monday night by the House Ways and
Means Committee was approved by the full House
Thursday afternoon.

State Supreme Court Rules Fetus is a Person---if its "Viable"

Frankfort, KY – The Kentucky Supreme Court has ruled that a fetus is a person
as long as it is "viable" or capable of surviving outside the womb.
The Court ruled that the wrongful killing of such a fetus can be
prosecuted as a homicide.

The Court discards its longheld rule that a fetus was not a person,
and its death was not a homicide, until a live birth occurred.
