Changing Minority Employment Goals

Frankfort, KY – The head of the state transportation cabinet says changing minority employment goals would allow them to be met.
Acting Transportation Secretary Bill Nighbert says he wants to rasie goals in areas where African-American populations are concentrated, but lower tham in mostly white parts of Kentucky.
Under his idea, the current 10% goal in Louisville, Lexington and Hopkinsville would be raised, but lowered elsewhere.
Nighbert says in his home county of Whitley, over 98% of the population in 2000 was white. He says there were no applications for minorities.
