Democratic Leader's Role Questioned in Hiring of State Prison Worker

The Personnel Board will consider whether a state merit worker hired after getting an endorsement from a Democratic lawmaker will get to keep his job at an eastern Kentucky prison. 

A hearing officer last week recommended overturning the hiring of Charles Pennington as Operations Manager at Little Sandy Correctional Complex, a prison in Elliot County. 

The Lexington Herald-Leader reports that hearing officer Roland Merkel determined there wasn't enough evidence to conclude that House Democratic Floor Leader Rocky Adkins influenced the hiring, but the process was flawed by "arbitrary acts."
