House Panel Issues New Guidelines

Frankfort, KY – A legislative panel investigating the creation of Governor Fletcher's 2005 state health insurance proposal has issued its report.
The panel Tuesday exonerated the former insurance executive who advised the administration.
The House State Government Committee cleared Mark Birdwhistell, now an undersecretary in the Cabinet for Health and Family Services, of any unethical or criminal actions.
The panel, however, recommended in a five page report that people who enter state government from the private sector should have limited activities in the future.
Birdwhistell was the Chief Executive Officer at lexington-based CHA Health until January. CHA was one of four companies who won state health insurance contracts for next year and will cover people in two Eastern Kentucky regions.
